When the sources of adult recruitment is expanding to include a wider variety of people from different backgrounds.

When there is an ongoing evaluation and review process for the purpose of initiating change directed toward continued progress.

When there is room for innovation and flexibility and responsiveness.

When there is increased understanding of the role of the Membership Services Executive as a member of the Service Team.

When the Service Unit Manager/Steering Committee delegates a reasonable amount of work to others.

When there is evidence of the girl/adult partnership.

When there is a minimum amount of dissension among adults.

When a decreasing number of adults wear two or more "hats".

When support and help to leaders foster retention of girls through quality troop program.

When there is an established bridging plan which fosters girl retention and bridging activities are occurring throughout the year.

When an increasing number of adults are taking advantage of training opportunities.

When the majority of troops have active troop committees.

When sponsorship of troops is increasing.

When there is active participation by an increasing number of troops in service unit, district and council events.

When adult service is given special recognition at planned intervals.

When there is an understanding that the Council is "US".

When the Service Team has been trained.

When the Service Team meets regularly.

When happy girls are becoming successful adults.
